The Collapse of the 28-Clause Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the crisis caused by the presentation of a new 28-point plan for resolving the conflict appeared – temporarily – to have been contained. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of conflicting incidents captured the grim essence of the recent timeframe. By day, political struggles are fought: optimistic declarations are released from multiple capitals. Significant resources is devoted on containing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "peace".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor missile launches from Russian territory, a ability enabled by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to intercept incoming cruise missiles roared overhead – advanced fighter aircraft provided to Ukraine by Western partners.

Soon thereafter, Kyiv's air-defence systems engaged: multiple launches deployed against a incoming threat. This was a advanced protection mechanism at work, presumably provided by partner states. Every firing shakes the surroundings, causing tremors. The brief panic quickly becomes grim resignation: perhaps the approaching threat won't cause damage this time, preventing destruction from catastrophe and another blackout.

Ongoing Risks

Following this, a large-caliber weapon fired at a drone close by, part of a mobile-fire group – almost certainly imported technology. Regrettably, the bullets missed the hostile drone – it pressed on overhead toward its destination.

Intermittently, this continued until dawn. Kyiv awoke to the early updates: multiple fatalities, destruction and utility failures in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still continued their routines – enduring hostilities. But those entire period illustrated Ukraine's essential dependence on external assistance – a reliance that neighboring countries are demonstrably unable to substitute in the immediate future.

Ineffective Peace Efforts

The 28-point plan from US administration generated strong feelings, discussion and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.

Every new approach from Washington adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually secure success. This cycle will, undoubtedly, continue.

Strategic Calculations

It is tempting to accuse specific actors of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. American leadership operates on a principle well known to international relations experts: you cannot secure via talks what you have been unable to protect through force. The White House believes that it is unfeasible to force Russia to relinquish the land that it presently holds in Ukraine's southern or eastern regions.

The problem is that while accepting these circumstances, Washington does little to discourage Russia, through diplomacy or military means, from thinking that the current condition will not shift further in its advantage in the months ahead.

Opposing Positions

Therefore, Moscow is certain that time is on his side – that Ukraine and its partners are coming close to fatigue. Their motivation to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to end hostilities, but they will continue as long as Russia's leadership remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding people and territory but averting a total frontline collapse until circumstances change in its advantage.

Current Realities

Realistically, there are no actual prerequisites for a armistice. Now, personal considerations are coming into play: personal goals to negotiate peace and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unworkable, so that their priority does not shift toward homefront challenges. And although their mission will now be considerably more difficult after recent developments, it remains highly unlikely that this will change their overall approach.

These opposing factors are guiding negotiations.

Assessment and Future

It took a just a single week to terminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, recent disclosures, all achieved their purpose.

While new plans based on previous concepts are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and demonstrate certain reluctance to alter the situation, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, largely rely on ongoing international assistance.
